Keel and Vallee both reported that Blue Book had artificially constrictive regulations on what counted as a viable sighting leading to a huge bin of automatically discounted sightings some of which were supposedly burned. Keel thought the government had secretly retained them as they were genuine or at least of actual interest, while the Blue Book team was distracted by hokey sightings.
